I don' think that this would be a problem for "Federal Government Jobs" or even government jobs in general. Everyone who works for the government is employed by the people, they should not be allowed a union for that reason.
When I joined the "Agency", part of DOD, I had to sign a legal document stating that I would not join a union or strike.
Just have all government employees sign similar documents. Like teachers for a start.
