The argument is usually if it pays enough it doesn't matter. I think it goes to the integrity of the carrier. Ask your carrier what the customer was really billed and you usually will have your answer as to how forthcoming they are.

We do both. Percentage benefits the short loads and mileage is better on long hauls. At the end of the day it really depends on what it works out to for ALL miles.

They closed down their Toledo place a year ago. I think they do some minor work on trucks in Woodhaven but that is more of a cross dock now.

There is many carriers at or close to the 1.20 rate. Several are above that. I think one would have to find someone not satisfied where they are at, or the rate would have to be higher than what they currently get.
