Qualifying is a way to determine many things. It can determine rank, position, eligibility, suitability or ability.

Just because someone wants to do something does mean they can, are able or suited for the task. 

If you are not qualified to complete a task or job, then you should either not even apply for it or not accept it, if it is offered to you. When you do not possess the proper skills needed or have the proper equipment needed to complete the job as required, do not accept it in the first place. Everyone involved will suffer the shortcomings of the one.

How do you know if you are qualified? Understand the job that you are being asked to perform and honestly decide if it falls within your skillset. If it does not fall within your skillset, you can always increase your abilities.

Everyone is not qualified to do every job.

Do you what you can and leave the jobs you cannot do to those who are able.
