If criminals weren't allowed to sue, the world would be a less humorous place, because that story right there is just all kinds of funny.

I've often thought that all lawsuits should be prescreened by a committee of volunteer judges, [current, former, or retired] who would be paid by the party submitting the potential action.
Frivolous lawsuits shouldn't waste anyone's time!
I note the moron is filing 3 yrs after the event, and without a lawyer - as the article says, it is expected to be dismissed.
