WASHINGTON -- The White House said Monday that U.S. Navy ships will continue to operate in the South China Sea, where five Chinese vessels shadowed and maneuvered dangerously close to a Navy surveillance ship, prompting an American protest.
"We're going to continue to operate in those international waters, and we expect the Chinese to observe international law around that," White House spokesman Robert Gibbs said during a Monday press conference.
Gibbs said U.S. officials had "protested the actions of the Chinese ships." A formal protest was relayed to the Chinese government from the U.S. embassy in Beijing and it was to be repeated to a Beijing military attache at a Pentagon meeting Monday.
Defense officials in the Obama administration said the incident Sunday followed several days of "increasingly aggressive" acts by Chinese ships in the region. The episode took place in international waters in the South China Sea, about 75 miles south of Hainan Island.
The USNS Impeccable,a surveillance ship, resorted to spraying one Chinese vessel with water from fire hoses to force it away. Despite the impact of the water, Chinese crew members stripped to their underwear and continued closing within 25 feet, the Defense Department said.
The Impeccable is one of five Navy surveillance ships that probe the ocean to gather acoustic data in an effort to detect underwater threats. The craft was specifically designed to use underwater listening devices to augment the Navy's anti-submarine capability.
"On March 8, 2009, five Chinese vessels shadowed and aggressively maneuvered in dangerously close proximity to USNS Impeccable, in an apparent coordinated effort to harass the U.S. ocean surveillance ship while it was conducting routine operations," the Pentagon statement said.

The Chinese ships included a Chinese Navy intelligence collection ship, a Bureau of Maritime Fisheries Patrol Vessel, a State Oceanographic Administration patrol vessel, and two small Chinese-flagged trawlers, officials said.
Two of the Chinese ships closed "to within 50 feet, waving Chinese flags and telling Impeccable to leave the area," officials said in the statement.
"Because the vessels' intentions were not known, Impeccable sprayed its fire hoses at one of the vessels in order to protect itself," the Defense statement said. "The Chinese crew members disrobed to their underwear and continued closing to within 25 feet."
Impeccable's crew radioed to tell the Chinese ships that it was leaving the area and requested a safe path to navigate, the Pentagon said.
But shortly afterward, two of the Chinese ships stopped directly ahead of the Impeccable, forcing it to make an emergency stop to avoid collision. The Chinese also dropped pieces of wood in the water directly in front of Impeccable's path.
"The unprofessional maneuvers by Chinese vessels violated the requirement under international law to operate with due regard for the rights and safety of other lawful users of the ocean," said Marine Maj. Stewart Upton, a Pentagon spokesman.
"We expect Chinese ships to act responsibly and refrain from provocative activities that could lead to miscalculation or a collision at sea, endangering vessels and the lives of U.S. and Chinese mariners," Upton added.
In Beijing, Chinese officials did not immediately respond to voicemail messages and e-mail.
China views almost the entirety of the South China Sea as its territory. China's claims to small islets in the region have put it at odds with five governments -- the Philippines, Vietnam, Malaysia, Brunei and Taiwan.
Upton said U.S. Navy ships and aircraft routinely operate in the area and that Chinese ships and aircraft routinely steam or fly nearby. "However, these actions were considerably more aggressive and unprofessional than we have seen." Despite its "routine" mission, Upton acknowledged that the Impeccable was a surveillance ship.
The incident came just a week after China and the U.S. resumed military-to-military consultations following a five-month suspension over U.S. arms sales to Taiwan. And it came as Chinese Foreign Minister Yang Jiechi was due in Washington this week to meet with U.S. officials.
Pentagon officials said the close encounter followed several other incidents involving the Impeccable and another U.S. vessel Wednesday, Thursday and Saturday.
-- On Wednesday, a Chinese Bureau of Fisheries Patrol vessel used a high-intensity spotlight to illuminate the ocean surveillance ship USNS Victorious as it operated in the Yellow Sea, about 125 nautical miles from China's coast, the Pentagon said. The next day, a Chinese Y-12 maritime surveillance aircraft conducted 12 fly-bys of Victorious at an altitude of about 400 feet and a range of 500 yards.

The frigate then closely crossed Impeccable's bow yet again, this time at a range of approximately 400-500 yards without rendering courtesy or notice of her intentions.

Sunday's incident is reminiscent of a similar early foreign policy crisis that forced former President George W. Bush to deal with Beijing shortly after he took office -- China's forced landing of a spy plane and seizure of the crew in April 2001.
That incident between a Chinese jet and U.S. Navy spy plane infuriated Defense Secretary Donald Rumsfeld, who responded by breaking off U.S. military contacts with China for a time.
The Chinese fighter jet collided in midair with a U.S. Navy EP-3 surveillance plane. The Navy plane was so badly damaged that it made an emergency landing on China's Hainan Island.
The Chinese pilot died and the U.S. crew of 24 was detained by the Chinese military for 11 days. China refused to allow U.S. officials to fix the Navy plane and fly it off the island; eventually it was shipped home in pieces

This isn't the first time nor will it be the last.

They are playing the game - that's all but this time it is being put out there for the public to see because I think North Korea and their threat.

Beside, maybe they are hiding something sinister, like our debt to them. Maybe they will spring a trap and try to sell it to North Korea..... actually that wouldn't be a bad idea, we don't have to pay them, we are still at war with them.

Here is what I heard;

I think that it is a known fact that they are not there to listen to whales or looking for subs as they say they are.

If you ever been on a navy ship, 25 feet is too too close, even 100 feet is too close and it can be considered an act of war in some instances.

Why is there someone from China in the pentagon?

What a shame you don't believe our country. The Chinese, just like Libia in the 80's, claim international waters to be thier own. A good example would be the United States claiming the Gulf of Mexico as U.S. waters. That is what China is doing. The United States ALWAYS challenges that when it happesn. We, as well as the rest of the world, have the maritime right to opperate our ships, navel or merchant, to within 12 miles of the ChiCom coast. They have no LEGAL right what so ever to keep us out of the South China Sea. We cannot allow them to take control of international waters. It would be a VERY dangerous precident. What the ChiCom navy did was almost an act of war. They are pressing us to see if we are going to back down. IF we do the next step will be to invade Taiwan. We must contiune to opperate our ships there, and anywhere else in the world, that totalltarian governments flaunt international law. We do not fire on or threaten vessels from any country when they enter near U.S. waters, unless they enter the internationally recognized 12 mile limit. Then we have the right to escort them out, and if they refuse to leave, sink them. I participated in these kind of opps before. I can garantee you we know EXACTLY where we are at ALL times and do not enter within the 12 mile limit with either ships or aircraft. We need to insure that we don't lose our "stones" as a nation. We should be ready to do whatever is needed to insure that free waters remain free. Just as we splashed those two Libian fighters in the Gulf of Sidra in 1981, we need to be ready and WILLING to do it again. Without that kind of resolve will will cease to be a world power. No if we had or ever do say that China could not get across the straight of Taiwan fast enough.

China has nothing new to hide,it was a test of the New CIC and we have lost allot of face today by whining about it and not doing something about it

That kind of spineless reaction is what usually starts a world war!

I would not be surprised that we were running these opps for several years. We were running them when I was still in the business and I quit while King Clinton was rulling. We did not whine when we were "bothered" by the Soviets or Libians and we did not shoot water cannons. In the case of Libyia we just splashed thier
SU-22's when they came out after our TomCats. That was a REALLY fun day!! :D We often would "Put one across the bow" of others. Whimps get thier butts whipped all the time. We have a "Whimp" for our C.I.C. We can only hope he will listen to Secretrary Gates and start putting a few across some bows before it is too late. This is NO laughing matter, this is VERY serious. Things are heating up. Those who would do us harm KNOW that Obama has no idea in the world what is going on, it shows. They are moving to 1. see how far he can be pushed and 2. take advantage of his stupidity. He is cutting defense spending, freezing promotions and orders. At a time when almost 100% of the explosives found in the hands of the Iraian infitrators, that are now moving into Iraq in large numbers, have Russian and Chinese markings on them. He is taking away most re-inlistment bonuses to insure that the military will NOT be able to retain seasoned troops at time we need them the most. We are in very very serious trouble. Russia, China, Iran and so on, know we are getting weaker everyday. We are TELLING them we are. This does not bode well. There is only ONE way to put an end to this, beef everything up. Stand up to them, not tuck your tail between your legs and whine. We are headed for a REALLY REALLY big war, our lack of leadership and experience is putting us there. When it happens we will NOT have the leadership to pull it off. We have always known that the ChiComs could not be trusted, at least those of us that have a brain. Wake up and wake up fast. It will soon be too late. The Russians are expanding in Central and South America, funding Iran and North Korea. The Chinese are back in bed with Russia again. What are we doing? The issue of China's escalating military might has nothing to do with Obama. They have been escalating and provoking for a long time, it has not been public knowledge as it is now. The US ships are run by the Navy, but staffed by civilians, similar to the military sea lift command. These ships are in fact unarmed and the water cannon was their only immediate defense short of escalation into combat response. The ships are absolutely listening ships, in a catamaran configuration, that have very sophisticated equipment.
The Chinese Navy has undergone intensive growth in the last several years to escalate from a coast guard type Navy to a "Blue Water" Navy. They do not think as Americans do relative to time, they plan for dynasties, so planning 50, 100, 1000 years ahead is how they strategize. This is a very serious situation and may only be encouraged by our current administration's policies with regards to demilitarization etc.

I am not familure with the configuration of the ships in use today. I have been out of the business for a long time. In my day, while there were some civilians working on navel collection ships, they were not the main force. They tended to be in a leasion capacity to the Navel Security Service. Much like the civilians who worked with us in the ASA. (Amry Securtiy Agency) We also would not send in ships without some sort of cover. A destroyer or two. There was always as carrier in range. I do agree that the ChiComs think different than we do. So do the Russians. I do believe, that while this has been going on for a long time, that you will see it heat up because of Obama and his lack of experience, leadership and understanding of the military. They are testing, probing. They want to know just how far they can push. I am worried that they will find there is no limit for them now. Layoutshooter

We have more of an appeasement administration, more so than Clinton and what I am really concern about is the same thing that many were under carter, how much will he give away before he is stopped. Carter gave us Reagen who the Russians were very nervous about, Bush was in a way the same way, he did not care but Obama, got to have those leftist ratings up all the time (where's my teleprompter?).

I believe with Obama's latest move, considering talking to the Taliban, it shows our true weakness. We have a very VERY serious problem with Pakistan, that country is on the edge. If they take the route that some expect, then we will feel it here. India will either be a target for Pakistani extremist and India will not hold back for long, especially if there is a new government in Pakistan - we will have an immeasurable loss from banking to computer tech support (and I am not trying to make fun of this, it is very serious). OR we will be faced with a harder decision of who do we actually side with, and the other will go against us with everything.

Already some parts of Iraq are telling us to stay, some leaders in Mosul are scared what would happen with a troop reduction, they feel the work is not yet finished.

Iran may only have Israel to fear nuking them with Clinton siding with the Arabs in the conflict there. Iran is watching the messiah to see if he strengthens the rhetoric of the last administration or reduces it. AND if he reduces it, then they know that he will also start moving away from Israel, between both him and Clinton, that will signal Egypt extremists to force a change of government and Syria supported terrorism to start again world wide.

China is already having problems with slowing exports due to this Global Crisis and may use a war to give an excuse to shut down the middle (READ the democratic) class in the country at the same time regrouping politically inside of china.

North Korea has been giving the signs of flexing it's muscles a bit, they were cut off aid by south Korea under the leadership of Soo/Bak government until north Korea stops with their pursuit of nukes. If North makes a move to the south, I think China would be hard pressed to make a move against the US because we would cut them off and I think that the EU and other pacific rim countries would follow quickly.

You seem to have a very good grasp as to what is going on. I was talking to a current member of the military a few days ago and he was going into what they are hearing at thier daily briefings. It is NOT good. There is GREAT concern that as soon as we pull out of Iraq Iran is going to slide right in. I tend to agree with that assestment. In Afganistan we are in trouble. The U.S. is committing 17,000 troops for the surge, NATO was going to put in the same amount. They are NOT going to now. They don't feel that Obama has the guts to see this through and are looking to get out. That puts our troops, like my son, in grave danger. This man is either a total fool or he is working for the other side. I said before the election that he would cause the deaths of millions. It is heading that way even faster than I could have imagined.

She gave PM Brown a set of DVD which most likely was made in China.

Sorry she represents our country like a pig in Israel and to believe that she is an ambassador with portfolio.

It reflects the administration and you have to have a good start or else your credibility is shot.

Obama is very immature in his approach to how to handle things, people in the diplomatic corp is actaully very concern that this may be another Carter administration.

The leaders of foreign nations, especially our enemies, recognize weakness and incompetence when they see it. What they're watching now in our new administration is Amature Hour: Hillary gives the Russian Foreign Minister an "Overcharge Button" in a stupid cutesy gesture that didn't even have the correct translation; after receiving two historic and valuable gifts from the British Prime Minister during his first visit, Obama gives him in return a set of 25 American movies on DVD that probably came from the nearest Wal-Mart. The mainstream media and other democrats either play these things down or don't mention them at all, but if Rice or Bush had committed gaffes like this they would have been portrayed as bumbling fools - and rightly so.

Since January, the Obama administration has displayed their total lack of effectiveness in economic policy (what there is of it) and international diplomacy. Next on their agenda is health care - I can hardly wait.
