White House to Begin Push on Immigration Overhaul in 2010

The Obama administration will insist on measures to give legal status to an estimated 12 million illegal immigrants as it pushes early next year for legislation to overhaul the immigration system, Homeland Security Secretary Janet Napolitano said on Friday.

In an address at the Center for American Progress, a liberal policy group in Washington, Ms. Napolitano sought to dispel any notion that the administration — with health care, energy and other major issues crowding its agenda — might postpone the most contentious piece of an immigration overhaul until after midterm elections next November.

Laying out the administration’s bottom line, she said it will argue for a “three-legged stool” that includes enacting tougher enforcement laws against illegal immigrants and the people who hire them, and streamlining the system for legal immigration, but also what she called a “tough and fair pathway to earned legal status.”

With unemployment surging over 10 percent and Congress wrestling with health care, advocates on all sides of the immigration debate had started to doubt that President Obama would keep to his pledge to take on the divisive issue of illegal immigration in the first months of 2010.

Congress should be ready to move forward on immigration, Ms. Napolitano said, because the administration had made a “fundamental change” in security at the border and in cracking down on employers hiring illegal immigrants. She said that the Border Patrol had increased its forces by more than 20,000 officers, and that more than 600 miles of border fence had been completed, both milestones set by Congress.

“Let me emphasize this,” she said. “We will never have fully effective law enforcement or national security as long as so many millions remain in the shadows.”

Under the administration’s plan, illegal immigrants would have to register, pay fines and all taxes they owe, pass a criminal background check and learn English.

Ms. Napolitano has been leading the administration’s efforts to gather support for the immigration overhaul, meeting in recent weeks with business leaders, faith groups, law-enforcement officials and other groups to gauge their support for the effort.

So what has changed since the last time we had a push for Immigration reform? Nothing.

It will be the start of the finish for those in congress, especially if health care reform doesn't pass.

It is a good start...They have to do something...

Mandate they start the legalization process and give them say 2-3 years to do so....and toss the ones that don't do this...

They seem to want to complicate what should be a simple process.

Yeah, they have to do something. Like deport them back (both south and northern illegals), and then process them the right way. It will be less cost....Yes, Reagan did it....it wasn't right then and it's not right now.

I'd like to know how you think it will be less cost to round these people up and deport them rather than to grant them amnesty. Hey, I know, Let's round up all the marijuana and eradicate it from the U.S....and then let's round up all the c*ckroaches and get rid of them too!. Sorry dood, that horse is already out of the barn.

I propose a 2 year window...to setup registration booths at local SS offices...anyone caught after the 2 years...out the door! This would separate the serious from the abusers...

That is the most feasible scenario. Some sort of voluntary registration would separate the wheat from the chaff so to speak. All one has to do is look around. Many scream about them taking jobs from Americans. What kind of jobs? Fast food? Full service restaurants? Roofing jobs? I do not have a problem with that at all. The quality at many restaurants I frequent has gone up since the whiny sniveling teenagers who would rather be texting their friends than working have been displaced by mexicans hungry to earn a meager living. I for one hope they are here to stay...

The cost will not be as much as you think. Rounding them up is not really needed but just enforce the laws and stop with the BS by coming down hard with the people who employ them. I say if there is a company that knowingly hires someone who invaded our coutnry, they simply lose their business and all assets. If that chicken producer would have gone through this, it would have sent a message throughout the country and employement of invaders would have dropped.

The cry babies would scream because we are breaking up families but you know that's just too bad. These are criminals, they broke our laws and because our judicial system is one that breaks up fanmilies all the time, there is no reason why we should make any special considerations for those who have broken the law.

You do know that there has been a reduction of people coming here and a lot went back home because the work isn't here?

ALSO if we can build the hoover dame, the TVA and a number of other amazing things, we can buiild a real border - take one half mile strip of land from texas to san diego, dig a 300 foot wide 100 foot deel ditch with a 50 foot wall the entire length of the border. It is not just doable but we could have spent less money on building it, put more unemployed people to work and had it finished before the next presidental election.

Your argument is weak. If you believe in true capitalism and you understand even elementary economics, you know that labor is the number one expenditure in business. It's the same principle as moving manufacturing to Mexico. If you think big business or your government cares that these workers are illegal you better think again. Until the existence of illegals in America takes money out of their pockets it will remain status quo. Cheap labor is is cheap labor. I happen to have have intimate knowledge of how the illegal status is circumvented. It's not hard at all. They are here to stay..deal with it.

Its a sad state, Yesterday my wife and I went shopping and to lunch. The people working were all mexicans and those blacks. We did not see a single white face working anywhere. It sickens me. People need to Wake UP we are losing this country to undesireables.

I didn't say that they cared, I said if you want to remove them, cut off their need to be here in the first place - remove the element of easy access to jobs.

You are not the only one who has an intimate knowledge, and I know it isn't hard to work around the system in its present state but nevertheless, the laws are being broken, and the actual overall effect on everyone in the country is hidden away for a reason but it can be stopped.

Forfeiture of business assets is the right step in the right direction.

The real issue is when will people wake up to understand the present situation which puts these people on this side of the border and open to all kinds of human rights issues that are out of our hands - from abuse in the work place to slavery.

Reagan screwed up signing that. None of them should be given amnesty. There is an immigration program in place already. Forget setting up any centers or programs or anything else for CRIMINAL aliens. Once unemployment is down below maybe 3% then return to the several thousand legally allowed immigrations annually. Obama can't be eliminated too soon with stupid plans and ideas like this.

Unemployment below 3%??? *LMAO*

We'll NEVER see that again!!

I just had to come back and comment...i was still laughing at Leos complete ignorance of the situation....the thought of rounding up 12-15 million illegals...and all his fellow statemen doing without all their cheap labor...

The thought of Americans doing the dirty cheap jobs is laughable....we are such a lazy society! *LOL*
