One, there is no proposed mileage tax. Two, if it ever does get proposed, it won't be in addition to the current per-gallon taxes, but will be instead of gallon taxes.

The federal gas tax was started in 1932, it was part of the revenue act of 1932 from ... Hoover's administration. That was the great tax program that slammed the economy and caused us to actually go deeper into the depression - Obama take note.

Well I can't give you dates but there were a lot of taxes that were done away with. There were taxes on rail tickets, airline tickets and even movie revenue - all went away - the movie ticket tax was an interesting one because the independent theater owners fought the tax in the early 50's but until the studios divested their theaters, they could not get congress to move to repeal it. There were 'fees' for things like communications licenses that were sometimes outrageous and now gone.
Like the gas guzzler tax...I'm glad I can make you laugh. That's what I'm here for. But they can't tax you twice for the same road use taxes. You may think they can, but just the same they can't. No, the feds aren't likely to do away with the road use tax, which is currently collected at the pump, they will still collect it, just in a different manner. The mileage tax that the Transportation Department is looking at is the one that has already been in place in Oregon and Washington as a pilot program for a couple of years. Because of hybrid and electric vehicles, and those drivers do not buy much if any gas, an alternate method of collecting road use taxes had to be developed. It isn't an in-addition-to method, like with hybrids who do buy some gas, but an instead-of method.

Why not just have a tax imposed at the time of plate renewal on all hybrid vehicles on a level of their rated MPG's? It would be a lot simpler
slip them a tax credit equal to the cost....just for businesses...LOLThat would not be a good idea. That would drive up the cost of many services. LOTS of small business people have lower mileage pick up trucks and vans. Everyone should pay the same. Taxing on mpg's is nothing more than social engineering.

Want to fix this problem? First, 100% of what we pay now goes to roads and bridges ONLY!! NO MORE subsidies for mass transit. Mass transit should support it self. If it cannot, it goes away. No free rides, pun intended.

You know you complicate things. Why can't they see what the ECM mileage is or maybe we should have inspections done for a license plate every year. Other countries have licensing and insurance based on the amount of miles you drive, why not here?
