Need help wife too short for steering wheel

I drive a short trk (freightliner business class) for an owner and my wife wants to get her class B and team. The problem is she is 4' 6" and she can't see over the steering wheel. If I lower the steering wheel low enough she can see, it sits in her lap and she can't move her legs. If I lift the wheel off her legs she can't see over the wheel.

How small can the wheel be?

Can I customize the one I have?

Where can I get a custom wheel?

She can't reach the pedals either, but I can fix that.

go to a handicap place and see what they can do for you , that make changes to car's and truck's
put block's on pedal's and maybe a seat cushion to place on seat

The problem is the steering wheel being too big. I can raise the seat so she can see over it but then the steering wheel sitting on her legs

Why not attach "Blocks" of some type to the pedals then she could sit farther back in the seat.

It sounds like the problem is the diameter of the wheel. If it is low enough for her to see over the top it is so low it drags across her legs. Raising or lowering the seat won't change that. So, has anyone ever swapped out the steering wheel for a different diameter?
