Senior FCC staff working for acting Federal Communications Commissioner Michael Copps held meetings last week with policy and legislative advisers to House Energy and Commerce Committee Chairman Henry Waxman to discuss ways the committee can create openings for the FCC to put in place a form of the "Fairness Doctrine" without actually calling it such.

Waxman is also interested, say sources, in looking at how the Internet is being used for content and free speech purposes. "It's all about diversity in media," says a House Energy staffer, familiar with the meetings. "Does one radio station or one station group control four of the five most powerful outlets in one community? Do four stations in one region carry Rush Limbaugh, and nothing else during the same time slot? Does one heavily trafficked Internet site present one side of an issue and not link to sites that present alternative views? These are some of the questions the chairman is thinking about right now, and we are going to have an FCC that will finally have the people in place to answer them."

Copps will remain acting chairman of the FCC until President Obama's nominee, Julius Genachowski, is confirmed, and Copps has been told by the White House not create "problems" for the incoming chairman by committing to issues or policy development before the Obama pick arrives.

But Copps has been a supporter of putting in place policies that would allow the federal government to have greater oversight over the content that TV and radio stations broadcast to the public, and both the FCC and Waxman are looking to licensing and renewal of licensing as a means of enforcing "Fairness Doctrine" type policies without actually using the hot-button term "Fairness Doctrine."

One idea Waxman's committee staff is looking at is a congressionally mandated policy that would require all TV and radio stations to have in place "advisory boards" that would act as watchdogs to ensure "community needs and opinions" are given fair treatment. Reports from those advisory boards would be used for license renewals and summaries would be reviewed at least annually by FCC staff.



Waxman and the FCC staff are also said to be looking at ways to ease the "consumer complaint" process, which could also be used along with the advisory boards.

The House Energy and Commerce Committee is also looking at how it can put in place policies that would allow it greater oversight of the Internet. "Internet radio is becoming a big deal, and we're seeing that some web sites are able to control traffic and information, while other sites that may be of interest or use to citizens get limited traffic because of the way the people search and look for information," says on committee staffer. "We're at very early stages on this, but the chairman has made it clear that oversight of the Internet is one of his top priorities."

"This isn't just about Limbaugh or a local radio host most of us haven't heard about," says Democrat committee member. "The FCC and state and local governments also have oversight over the Internet lines and the cable and telecom companies that operate them. We want to get alternative views on radio and TV, but we also want to makes sure those alternative views are read, heard and seen online, which is becoming increasingly video and audio driven. Thanks to the stimulus package, we've established that broadband networks -- the Internet -- are critical, national infrastructure. We think that gives us an opening to look at what runs over that critical infrastructure."

Also involved in "brainstorming" on "Fairness Doctrine and online monitoring has been the Center for American Progress, a liberal think tank, which has published studies pressing for the Fairness Doctrine, as well as the radical MoveOn.org, which has been speaking to committee staff about policies that would allow them to use their five to six million person database to mobilize complaints against radio, TV or online entities they perceive to be limiting free speech or limiting opinion.

They have no shot at regulating and controlling the Internet. None. China is the best in the world at it, and they fail miserably. The can't even make a dent, not a superficial scratch, in P2P networks.

You are correct, for now. I think it is far more difficult to control things on the internet, but nothing is impossible. They can and will try to control all print and broadcast media. This administration can only opporate in the dark. The must keep the true goals of thier agenda hid for as long as possible. They have not yet finished consolidating thier power. They need to get through the next two elections. If they win those we are done as a free nation. Over the next 2 years you will here about this crisis and that crisis and the answer to all of them will be more government spending and government take over of more and more of the economy. Make no mistake, these people are very good at what they do and they know that there are many fools here that will fall for thier tricks and lies. They will do everything in thier power to silence anyone who speaks out against them. They already control the vast majority of the print and broadcast media. Layoutshooter

Right now the Fed isn't going to do anything but they will sooner then later. With the web it is about Spectrum neutrality and web speed, yrs ago the Fed and Edu systems moved past the basic internet bandwidth to internet 2 and web speeds and controls that we as the "common" people can't get to mpst degrees. They can control content much as China has, and while they didn't do it the greatest, they still did it and still are doing it.

The issue here is the infringement, not their ability. All they need to do is set up the barriers and wait for a minor few to violate them and then go after them and then watch the sheeple stand down and say forget it and go back to their corners and the socialist win.....

As for radio, its simply about control of the few, and its just another joke in that the socialist need to control and forget the constitution.

It appears that the President has backed off from the "Fairness Doctrine" in a speech he made today.

They aren't going to come at the big radio boys and girls in the way that we alll expect with the fairness doctrine, they will do it on the control of the "local" needs.... they will force regulation that says more air time needs to deal with what is happening at the local level and location of each station.

The content on the national news will be limited as it will take a back seat to the news of the local info. It will ne controlled on a "time usage basis with more time mandated to the local and state levels so that rush, hannity, beck, and levin will have their time limited.

It will serve the same affect just not under the "fairness doctrine" format of the past.....more BS from a socialist admin seeking control of the populace, down to what you hear and see, and sooner or later what you can say also......

LOL, yea truth and fairness are very over used. Its like when you have spent 2 hours with a salesmen and he is talking to you about how good a product or deal you are getting. Then he sets up in his chair, leans in close to you and sayes, "let me be totally honest with you!"

LOL, what!?!? So he has been lying for the last 2 hours and NOW he wants to be "totally honest!" LOL :rolleyes:
