Reporting from Washington - Despite steep odds, the White House has discussed prospects for reviving a major overhaul of the nation's immigration laws, a commitment that President Obama has postponed once already.

Obama took up the issue privately with his staff Monday in a bid to advance a bill through Congress before lawmakers become too distracted by approaching midterm elections.

In the session, Obama and members of his Domestic Policy Council outlined ways to resuscitate the effort in a White House meeting with two senators -- Democrat Charles E. Schumer of New York and Republican Lindsey Graham of South Carolina -- who have spent months trying to craft a bill.

According to a person familiar with the meeting, the White House may ask Schumer and Graham to at least produce a blueprint that could be turned into legislative language.

The basis of a bill would include a path toward citizenship for the 10.8 million people living in the U.S. illegally. Citizenship would not be granted lightly, the White House said. Undocumented workers would need to register, pay taxes and pay a penalty for violating the law. Failure to comply might result in deportation.

Nick Shapiro, a White House spokesman, said the president's support for an immigration bill, which would also include improved border security, was "unwavering."

Participants in the White House gathering also pointed to an immigration rally set for March 21 in Washington as a way to spotlight the issue and build needed momentum.

Though proponents of an immigration overhaul were pleased that the White House wasn't abandoning the effort, they also wanted Obama to take on a more assertive role, rather than leave it to Congress to work out a compromise.

Immigration is a delicate issue for the White House. After promising to revamp in his first year of office what many see as a fractured system, Obama risks angering a growing, politically potent Latino constituency if he defers the goal until 2011.

But with the healthcare debate still unresolved, Democrats are wary of plunging into another polarizing issue.

"Right now we have a little problem with the 'Chicken Little' mentality: The sky is falling and consequently we can't do anything," Rep. Raul M. Grijalva (D-Ariz.) said in an interview.

Republicans are unlikely to cooperate. On Capitol Hill, Republicans said that partisan tensions had only gotten worse since Obama signaled this week that he would push forward with a healthcare bill, whether he could get GOP votes or not.

Sen. Jeff Sessions (R-Ala.) said in an interview, "The things you hear from the administration won't be well received."

Schumer, speaking as he walked quickly through the Capitol, said he was having trouble rounding up Republican supporters apart from Graham. "It's tough finding someone, but we're trying," Schumer said.

On Thursday, Schumer met with Homeland Security Secretary Janet Napolitano, who oversees the government's immigration efforts, to strategize over potential Republican co-sponsors.

"We're very hopeful we can get a bill done. We have all the pieces in place. We just need a second Republican," Schumer said in a statement.

Among proponents, there is a consensus that a proposal must move by April or early May to have a realistic chance of passing this year. If that deadline slips, Congress' focus is likely to shift to the November elections, making it impossible to take up major legislation.

"There's no question that this is a heavy lift and the window is narrowing," said Janet Murguia, president and chief executive of the National Council of La Raza, a Latino advocacy group.

When it comes to immigration, Obama's strategy echoes that of healthcare. He has deferred heavily to Congress, leaving it up to Schumer and Graham to reach a breakthrough with the idea that he would put his weight behind the resulting compromise.

I read nothing in that article that indicated easy or free citizenship rather the opposite...

Undocumented workers would need to register, pay taxes and pay a penalty for violating the law. Failure to comply might result in deportation.

The path already exists....the only difference is they are already here...as opposed to being out of country and applying for landed residence and then applying for citizenship...

It you enter the country illegally that makes you a criminal. All criminals should be deported. I wonder what laws Mexico, for example, has reguarding people who enter there illegally?

Mexicos laws aren't at issue...you are just throwing that out there....fact is they won't deport them....BUT
as I always maintained....Give them 2 years to register (only because government works slow)and get the process going...and then anyone caught without proof of registration...toss their butt out...

OVM they are a big issue.

The mexican government has been complaining about our laws and how unfair they are while they have harsh punishments for those who break their laws.

I am all for deportation and no hearings. Once you are found and there is no animals or kids left behind, then off to your home country you go - never to allowed here again. If you return, then jail time and then deportation.

We are a nation of laws, not people and because of that, ever assault, ever invader cheapens the entire process. You should be concern about it, as much as anyone else. Our immigration laws are not there to provide a process and protection for the people who want to come here but rather here to protect the country and rightfully so. We should seriously h..you are just throwing that out there....fact is they won't deport them....BUT
as I always maintained....Give them 2 years to register (only because government works slow)and get the process going...and then anyone caught without proof of registration...toss their butt out...ave the same system as the Aussies have - if there is no purpose for you, or you can't bring something to the country, then you don't get to stay here as a resident.

The BIGGEST scam that we have is the visa programs, especially the H-1b visa. We have a lot of talent in this country and high unemployment so why are we allowing the quotas to be raised to import more talent under H1-b?

Hey Greg.I agree with you..Considering it took me over 2 years to get here legally and I had an in, because of the married to an American process, it was supposed to be quicker maybe it was as I have no idea how long others take to get in.....BUT you know and most that don't have their head up their butt know it is not going to go down that way....

I also needed a respectable sponsor that would guarantee I'd not go on welfare for 5 years...

We should punish illegals using the law from the country from where they came from. Wonder how many would be sneaking in then?

They already Have immigration Laws on the Books! Here's a Novel Idea----ENFORCE THEM!! I don't Have a Problem at all with People Wanting to Come into this Country But, Do it the Right and Legal Way or Don't do it at All! Those Found here Illegally should Be Jailed then Deported!! Also go after these Companies and Their Officers who Hire them!

No... no... H no... There should be NO amnesty or citizenship for even one criminal alien who has entered the country illegally. NONE. EVER. That policy would at least be a small start toward discouraging criminals from illegally entering the country.

I dont know, but what about maybe jailing employers that hire them, maybe if they stop hiring them they might quit coming because of no jobs, just a thought

That would be a start. Keeping our borders safe and secure is the responsibility of the Federal Government. We should force them to do their job instead of trying to things that are not their job, like health care.

We have 13 million unemployed people getting unemployment and an administration who has thrown billions down the drain saving union jobs.

I say instead of doing that, take the money, eminent domain a half mile deep all the border property from the shores of the gulf coast to San Diego and build a real border using the unemployed.

If we can build the Hoover Dam, the Panama Canal, We can dig a huge 300 foot ditch that is 300 feet wide with a wall on it for the entire border. NO MORE PROBLEM.

Also about putting people in jail, forget that Idea - Seize the assets. If Tyson hired invaders and say they didn't know about it, then take the plant. Under our drug laws which are not used for the serious issue of sovereignty, we as a country seize property, money and even livestock. So because we can do that to fight drugs, which isn't important in comparison, we should do the same thing with this issue - hire someone who invaded the country, lose the business assets - period.

Welfare rangers should be working on that, and many other projects that are going unfunded. There is no reason that they should not earn that money. I am sick and tired of paying people to just sit on their collective butts and do nothing!!

The Federal Government is a joke!!! They want more illegals coming in. They want to displace American workers. It is far easier for them to control us if we depend on them for our food and housing. That is the goal of the Feds and Obama and Co. in particular, a take over of the country. That is main reason they leave our borders unprotected. If the government does not do their job soon, the People will. Then it will get ugly. Yes, the People do have that right and responsibility.

No jail time for employers. That costs all of us money. Fine them $1000 per day, not per illegal but per total employees. If they employ 1 illegal out of 100 employees then the fine is $100k per day. Make sure at least 10% comes directly out of the pocket of each of the CEx's of the company, i.e. CEO, CFO, etc..
