    If they are offering .42 cents a mile for van freight, they ARE creating the 'market force" for cheap freight. At those rates they shouldn't be charging a fee for anything.

    Many of the small carriers are struggling because they are reliant on the larger ones for their overflow. When that doesn't happen, slow pay, gameplaying and a host of other issues start up.

    That would be the answer I see. Many of the small one truck operators bid loads extremely cheap. I am amazed at how cheap sometimes. Supply and demand. Many shippers will give the bargain loads to those operators in order to save some cash.
