Sorry I wasn't clear. No not at all. The size of the fleet has less to do with it than the ability to pay for insurance and fuel. There are a number of small operators who get work from the government, I don't know of any expediters who do but there may be a few.

No. I think the fleet size has not much to do with anything other than to ensure the company is capable of paying its bills.
