Sounds like a Turbo problem. You should never run a Diesel or Gas engine that has fuel injection without the air filter on it. Is it a 3126 Cat?

One thing to consider that I did not see mentioned. When you are moving after a while the dog gets bored and is lulled to sleep. When you drop your load and need some sleep yourself the dog is now awake,wants to be walked,looks and barks at strangers etc.

go to your local Florida Drivers license office. They have a CDL manual that will guide you through air/brakes,haz/mat and so on.

You should be able to stay as a D unit,one problem with that long sleeper and a load of 13,000 pounds might be too much weight on the rear axle.Do you have a tag axle,based on your empty weight I don't think so.
