I don't know about the cell phone thing,but in most states police are allowed to speed,not saying it is right but they are allowed. Here in PA,there was a big deal about State Police speeding,they were issued guide lines to not exceed 80 mph. It was in the news papers.

Start clicking on ads here at EO and talking to carriers that advertise here. A lot may depend on the year of your truck, do you have a sleeper,etc. Very hard to do expediting and stay within 200 mile radius of anywhere,that is local work.

There are many on demand aircraft out there,I bet things have been slower for them as well.

Maybe the smaller carrier,plus some of your own loads,best of both worlds. One decent load on your own might pay the insurance on your own loads.Get a decent load on your own and just go out of service till it's done.
