The Justice Department is sending a small pack of election observers to Arizona as Hispanic groups sound the alarm over an anti-illegal immigration group's mass e-mail seeking to recruit Election Day volunteers to help block illegal immigrants from voting.

Hispanic voting rights groups say the e-mail is just an attempt to intimidate minority voters. But election fraud monitors say that there are hundreds of examples of duplicate registrations, wrong information and past unregistered voters getting ballots.

Voter fraud allegations have emerged just days before the midterm in many crucial battleground states across the country, including Nevada, Pennsylvania and Florida.

The Justice Department announced Friday it would deploy more than 400 federal observers to 30 jurisdictions in 18 states ahead of Tuesday's election. But Arizona officials say the department had already committed to sending observers to their state.

Justice Department officials had notified Maricopa County that they would send a "handful" of election observers,even before the e-mail was sent, Matthew Benson, a spokesman for Arizona's secretary of state, told FoxNews.com.

"We don't know why (the observers are) coming," he said. "But we do not believe it's in response to the e-mails making the rounds."

But William Gheen, executive director of Americans for Legal Immigration, said he knows why they're coming.

"They're sending them out because the Obama administration is doing everything it can to make sure as many illegal aliens vote in 2010 although that is a violation of federal law," he told FoxNews.com.

Benson noted that the Justice Department sends election observers to at least one Arizona county every election. In 2006, the department sent around 30 election observers to Maricopa County, he said.

Benson said the plan had nothing to do with the firestorm elicited by Ban Amnesty Now, or B.A.N., the group that sent an e-mail entitled "6 Days to STOP Illegals from Stealing the Election!"

The e-mail said "open-border criminals" in the unions, the White House and Hispanic groups are "determined to undermine" the election.

The e-mail originally included the signature of Maricopa County Sheriff Joe Arpaio, an immigration enforcement proponent and B.A.N. honorary co-chairman, but Arpaio's name was later removed after Sean McCaffrey, the president of B.A.N., said he didn't mean to send out the e-mail attributed to the sheriff.

That didn't deter one voting rights group, Mi Familia Vota, from sending a letter to Justice Department officials Thursday asking them to send election observers.

"We are very concerned when you have Sheriff Joe Arpaio putting out this type of call to the community with the fear and concern that illegals are going to take over the election," said Ben Monterroso, president of the group. "It's not that we're not concerned that the elections are secure, but the way that it's been written - anyone who has the appearance of a foreign person, i.e. being a Latino - then that can create intimidation and violate their rights to vote."

McCaffrey said Friday that, despite the erroneous attribution to Arpaio, he is looking for volunteers to provide information to his group about voter fraud, "especially stories concerning activities involving illegal aliens."

"We hope that by forwarding interested volunteers to state elections officials we may contribute to smooth, fair and legal elections in all 50 U.S. states," he wrote in a blog on the group's website. "Furthermore, we hope that those who seem so shocked and outraged that Americans are concerned about stopping voter fraud will own up to their actions and stop committing vote fraud."

McCaffrey told FoxNews.com in an interview that nearly 500 people have volunteered so far -- about 100 of them in Arizona.

Part of the concern for voter fraud monitors is a result of a ruling this week by a federal appeals court that stripped the state of its ability to request proof of citizenship when residents register to vote. State officials say the ruling could increase the likelihood of voter fraud but not in next week's midterms because the deadline for registration passed before the decision.

At Arizona polls, voters must show one piece of identification that includes their name, address and photograph, such as a driver's license. They also can provide two forms of ID with their names and address, such as a utility bill or bank statement. Voters can also provide one form a acceptable photo ID with another form of non-photo ID that includes their name and address, such as a passport and a utility bill.

Arpaio declined to comment, but McCaffrey told FoxNews.com that he apologized to the sheriff Thursday for using his name without his permission. Arpaio, he said, stepped down as honorary co-chairman.

"He'll continue to support us but he didn't want an official title with the group while he was being investigated by everyone with a badge at the White House," he said, alluding to the Justice Department's investigation into whether Arpaio's office was discriminating against Hispanics with its crackdown on illegal immigrants.

Monterroso said he's happy the Justice Department is sending poll watchers, even if it's not in response to his group's letter.

"I think it's the right thing to do," he said. "It's better to be safe than sorry. If they have people out there, we want to make sure people vote without fear of intimidation or harassment by anyone else."

Anyone who buys this load of crap is pretty effing stupid..My current polling place requires me to show an official government issued ID before I can enter the booth. It was that way in two other precincts I previously lived in. You can't just walk in and vote...Only an idiot would believe such a thing. I doubt the original poster even believes it! Even though he posts a whole lot of crap like this, he is no idiot...

Oh, there will absolutely be illegals who vote in this election. Just not with the help of the DOJ.

It's easy enough to register to vote as an illegal, since you don't have to prove citizenship to register. In just one US District court in Florida, on the voter registration list, where they get the potential jurors from, they found three percent of registered voters in that one district who were called for jury duty were illegal aliens.

You do need to show a government issued ID when voting, that's true, but it's also pretty darned easy to create a fake driver's license or other government ID. If you're an illegal alien with the balls to register to vote, then you've got the balls to fake an ID that isn't even verified at the voting booth. Some counties verify the ID with a quick lookup on the computer before you can vote, but most don't.

DOJ is sending these people to make sure registered voters aren't refused the right to vote. I signed a petition requesting the DOJ to come. Seems old Sheriff Joe up in Maricopa County (Phoenix) has said he's sending out an army of people to watch for illegals. The way Sheriff Joe does that is, if you look like you might be, then you are. (Racial Profiling). The State of Arizona doesn't need a bunch of groons harasting voters going into the polls. If you're registered to vote, you vote. That is checked by the board of elections under Federal law.

Not all states have a voter id law. Some states that had them they have been struck down. Arizona had one I believe for registration that parts of were struck down by the 9th circuit court of appeals this past week after being upheld by other courts.

I could have very well voted when JuJu voted...the girl only asked for drivers license... official government issued ID

And does Arizona insure that every one that gets a drivers license and registers to vote is legal to do so? If not, why not? By the way, Mexican is NOT a race so there can be NO racial profiling. Arresting illegals is the RIGHT thing to do. They are invading this country at worst or just plain old criminals at the least.

Lest we forget, the DOJ protects goons in Philly when they intimidate voters at the polls. That is ok, they were Obama backers.

Actually...I just remembered I had to show citizenship or in my case Visa stamp to get my drivers license in the first place...under the Real ID program...But then again...I am NOT a citizen and can not vote legally...just a legal resident..

I was also reminded that "Impersonating an American" is a felony act...punishable by 5 years in Federal prison...

Thanks but Ill pass on that invite.....not only could I get nailed with voter fraud and Immigration violations and the impersonation charge...I'll be deported as well....Terms of Visa entry...any criminal activity is cause for automatic deportation...

More than 400 election observers to monitor Tuesday elections

Washington (CNN) More than 400 federal observers and monitors are being dispatched to 30 potential trouble spots in 18 states to keep an eye on the balloting Tuesday, the Justice Department announced late Friday.

Of that number, about 85 Justice Department attorneys, officially called monitors, will watch over some of the nation's more sensitive locations, including Philadelphia, Pennsylvania; Houston, Texas; Cleveland, Ohio; and Maricopa County, Arizona.

The federal delegation is down slightly from the 850 officials sent to watch the polls in 2006 during the last midterm elections. More than 800 monitors and observers were sent to keep an eye on the 2008 Presidential elections.

The Justice Department would not comment Friday on why the 30 jurisdictions were selected, but by including Philadelphia on its target list, it is possible the flap over an incident involving members of the New Black Panther Party was a factor in the decision-making.

In 2008, two members of the New Black Panthers -- one armed with a club -- were videotaped outside a Philadelphia polling station in what vocal critics complain was an attempt to intimidate voters. The Justice Department's decision to drop the case continues to fuel partisan debate.

The New Black Panther Party has announced it will have a presence at some polling places in Houston Tuesday. A spokesman for the group told reporters Friday he welcomes federal monitors but would not allow any intimidation of minorities at the polls. Congresswoman Sheila Jackson Lee had begged Attorney General Eric Holder in an open letter this week to send federal monitors to Houston, and his Civil Rights Division has agreed to do so.

Justice Department lawyers are also being dispatched to Maricopa County, Arizona, where Sheriff Joe Arpaio is engaged in an ongoing legal battle with the Justice Department over alleged discrimination of Hispanic residents by law enforcement officers.

Federal attorneys are also being sent to Cleveland where two months ago the Justice Department announced a settlement with Cuyahoga County officials to protect the rights of Spanish-speaking Puerto Rican voters. The government had claimed voters with limited English proficiency had been denied their full voting rights because of inadequate language assistance.

Many of the other locations will be watched by 335 officials, called observers, appointed by the Office of Personnel Management at the request of the Justice Department. Those locations will be watched for a variety of potential infractions ranging from voter intimidation or coercion targeting voters because of their race, color, national origin, religion or language skills.

The 18 States where one or more counties or cities will have monitors or observers are Alabama, Alaska, Arizona, California, Florida, Georgia, Hawaii, Illinois, Mississippi, Nebraska, New Jersey, New Mexico, New York, Ohio, Pennsylvania, South Dakota, Tennessee and Texas.

It is about voter registration, not when you got to the polls and actually vote. You seem to understand the difference by reading your post, so I am not really sure why you posted it in the first place. We are talking about voter intimidation and if illegals will actually be casting votes at the polls. Now, with that being said, I have a problem with mail in ballots but that's not what we are talking about. Maybe we should start another thread talking about that because it certainly doesn't belong in this abomination of a thread.

(CNN) A federal appeals court has ruled against an Arizona law that requires residents to prove their U.S. citizenship to register to vote, but upheld a part of the same law that mandates residents to show identification before voting.The decision made by the Ninth Circuit Court of Appeals in San Francisco on Tuesday was part of an ongoing court battle surrounding Arizona's Proposition 200.

Arizona passed the law in 2004, prompting legal challenges.

Arizona's Gov. Jan Brewer and Secretary of State Ken Bennett blasted the court's decision Tuesday in a joint statement.

"The Ninth Circuit Court of Appeals has struck down a simple, common sense protection approved by Arizona voters requiring that all individuals provide evidence of U.S. citizenship prior to registering to vote. This decision is an outrage and a slap in the face to all Arizonans who care about the integrity of their elections," the statement said.

Along with this immigration law, Brewer has also been in ongoing legal battles over Senate Bill 1070, another set of immigration laws that were supposed to start earlier this year.

A judge has already blocked parts of that law such as a controversial provision that instructed police to ask people about their immigration status.
