Transportation Security Screening Modernization Act

Back on 29 Sept 2023 the Transportation Security Screening Modernization Act was introduced in the House by Rep. Garret Graves (R-LA).  It is cosponsored by Rep. Salud Carbajal (D-CA), Rep. Mark Green (R-TN), Rep. Michael Guest (R-MS), Rep. Adam Smith (D-WA) and Rep. Dina Titus, Dina (D-NV).  This legislation would remove the duplicate background check and fees thru the Transportation Safety Administration (TSA).  The duplication applies for the Hazmat Material Endorsement and Transportation Worker Identification Credentials (TWIC card). This would allow a person to apply background checks to both of them instead of paying for two background checks.

Rep. Smith said, “I’ve heard from many transportation workers in my district who have had to spend a significant amount of time and money to keep their required credentials up to date. The legislation we introduced would create a more streamlined application and renewal process, reducing unnecessary hurdles for transportation workers, a crucial workforce in our economy."

“Subjecting essential supply chain workers to the same exact background check multiple times in order to receive different credentials from the same agency does nothing to enhance security,” said American Trucking Associations President and CEO Chris Spear. “This system only serves to pad government coffers by forcing truckers and other transportation workers to pay duplicative fees for a background check they’ve already cleared."

So, if carry a TWIC card and have the Hazmat endorsement it could mean only have to pay for one background check for the renewal of both of them.
