I know where your coming from but the college thing started a long time before the 30's, I think it was a group in Europe with people like Dzerzhinsky, Medvedev and even trosky /Lenin himself that put together some crazy idea to get involved with institutes of higher learning in Europe and this led to what we have here now. Belin in the late 20's was a perfect example, the rise of National Socalism included a serious purge in the education system of the Bolsheviks within. Don't forget that in the 20's we had a lot of people who wanted to recognized the soviet union by the US and a bunch were academia and even a few ended up in FDRs administration.
