The bigger the programs get the greater the fraud. The systems is set up for the crooks to thrive. Both legal and illegal crooks. In the case of government programs I think the "legal" crooks outnumber the illegal ones.

They don't WANT to end the fraud. Too many special interests that donate to the campaigns of the "government dudes" are busy skimming off the top of the program before the "petty thieves" get to rip off the system. I think that they are required to donate half of what they steal to political campaigns.
