Like the State of Pennsylvania is in any better shape? They keep wanting to toll I80 to cover the debt that THEY can't pay.

"Well, let's see. We're broke. We have two options. One, cut spending, cut the budgets a little, maybe pay public workers a little less, maybe a few less benefits, or option two, spend $300 million on an incinerator. The second options seems to clearly be the way to go. It's easier, and we'll have a lot less whining from city employees. Yeah, lets' do that!"
