Umm...pretty much. New York times is now reporting that he "mis- spoke". However when you say "you can keep your healthcare plan, period" then it was a lie.
If he added the political spin and said "Most will be able to keep their plans"....I would say no.
Trouble is, he knew this information back in 2010 and 2011.
So...yep....he is a liar.

Whether he lied or not is irrelevant to his supporters. This video is a wonderfully funny, and courageous illustration of that. The entire video is hilarious, but at the 3:45 mark when it gets to the "What Would It Take" (to lose your support) segment, it becomes golden.
The video says it all - Obama will have the black vote no matter what. But it will be interesting to see how the ObamaCare debacle plays out when his supporters start personally feeling the effects of losing their coverage and/or their doctors, and see their premiums skyrocket.
There are differences in political lies. Nixon resigned under threat of impeachment for lying about the Watergate burglary, which had no effect on anyone's life. However, everyone thought he was a "crook", and even getting us out of Viet Nam didn't matter at that point. Bill Clinton lied under oath and was impeached but stayed in office because once again, his lies didn't directly effect the everyday lives of the voters; they figured "OK - he's a sleazeball and a liar, so what? He's no different than all the other politicians." But Obama has repeatedly lied about his signature health legislation - to get it passed and implemented - and nearly every person in the USA will be adversely affected by his incompetence and deception. When people begin to realize that Obama and the Democrats have screwed up not only the economy and their standard of living, but also their personal health and well-being not even the mainstream media will be able to provide cover for these failures.

Mr. Bill only was partially impeached. All his impeachment meant was that he could not join the Senate Vote and had no veto power.
