We really haven't been the big dog since we showed our weasel side at the beginning of and throughout Vietnam. Obama merely continues the weakness that was started a long, long time ago, since before the Korean War, actually. We were in a good position in 1945, but didn't take long to pіss it away in the name of diplomacy.
An EMP attack can easily be accomplished by the detonation of a nuclear warhead 250-300 miles above the center of the US, and would shut down any electronics that are not hardened against such an attack. It would affect anything within the visible horizon, which is why anything detonated much lower than that would have only a localized effect. 250-300 miles up is a lot farther up than the Space Station or where the Space Shuttle flies. But anyone with the ability to make a decent sized nuclear bomb and access to a rocket capable of high-Earth orbit can create a devastating EMP attack. Anything launched from an intercontinental ballistic missile would be an effective EMP attack, but not anything like one that gets detonated 300 miles up.
As for North Korea, no, I wouldn't wait for them to launch an EMP attack and then respond with some kind of retaliation or punishment. I'm not a democrat, ya know. I wouldn't launch an attack on North Korea because they threatened South Korea, either. But, if I had solid evidence, or even wishy-washy evidence, that they were in fact a threat to the US then I'd act expeditiously, since diplomacy has proven to be less than effective with North Korea (mainly, it just buys North Korea more time to do their thing).
For that matter, based solely on the admission by North Korea that they have the ability (even though they almost certainly do not at this point) and their desire to launch a nuclear weapon at the US, I'd simply take them at their word and promptly level any military infrastructure they have. All of it.
We've acknowledged them, we've swatted at them a few times, we've even barked at them. Now it's time to chomp. And anyone who witnesses it will think twice about repeating North Korea's efforts.
I've got several things going on here today, and I have to go get a shower and then move to a Monday 5AM AM pickup. That's why my responses are a little sporadic today.
We have a lot of treatied allies that have pretty much run their course, and now we're just meddling. As for Sough Korea, that's one that we never should have gotten involved with in the first place, but that's water over the dam at this point and we are involved. But if North Korea merely threatens South Korea, I can't see us with a military response to something that one country might do to another. Might do to us is one thing, but might do to another is different. That's where I'd wait for them to actually do something, or be absolutely credible in their threat, and then hammer them.

Couple that with North Korea's stated goal of actually launching an attack that will destroy the US, there ya go. They can't and won't launch an all-out attack on the US mainland, but they will keep nipping and pestering around the edges until we respond. They're expecting another bark, so they can retreat and laugh. Our response should be as quick and as forceful as the chomp they didn't see coming.I believe that their messing with nukes and delivery systems as they are is enough of a threat to THIS nation to take out those systems and all plants working on them.
