I use roof racks when I deliver freight to the Boundry Waters Canoe Area or Quetico Provincial Park. I usually get two loads a year going that way. I drive until the road ends. Then I load the freight into the canoes and paddle to the consignee. Never have a problem crossing the border into Ontario. No pars, no FAST no hassle. One does have to watch for "bears" though.
