The real story is a grant to states with "modest home visitation programs" for Women, Infants, & Early Childhood recipients [aka WIC - you may have noticed the signs for eligible food items at the grocery store] who wish to expand the visitation program they currently have for recipients.
As the WIC program is for pregnant women, new mothers, infants and young children, all of whom are low income, I don't think The Feds [or the states] will be knocking on any of our doors to check for high risk situations that may be endangering infants & children. Or even opportunities to spread some good health & parenting information.
Unless there's something we don't know.....
