    It is - but it doesn't do electronic logs [at least mine doesn't.] I think the question of EOBRs is moot, because doesn't every truck made have a 'black box' onboard, regardless of aftermarket technology? Passenger vehicles have for many years, and I find it hard to believe that trucks don't also.
