    You didn't expect it to make sense did you Joe? ;) The stuff they are checking is just the stuff you can hold in your hands like straps or chains, bars, wedges, friction mats etc. They will assume the box is built well enough. There has to be a simpler guide book out there somewhere.

    I think the Fed has merely found another avenue to move freight even cheaper for their "price point" type of customers who don't give a rats arse about things like exclusive use or if the guy shows up in a Fed branded truck. This leaves the purple and blue available for the rest of the customers...
