This question shouldn't have to be asked . The purpose of the FSC is to compensate the fuel purchaser for the fluxuation of fuel prices . There are formulas to calculate the rate that are fair to the shipper and fuel purchaser . A carrier using O/O's exclusively is not a fuel purchaser and has no justification to keep any part of the FSC . Those doing so are stealing from both the shipper and O/O . If the rate with the FSC is not acceptable to the customer the rate should be lowered , not the FSC if a correct formula is used to calculate it . The operating cost of running a computer are far less than operating a truck . How many loads does a dispatcher's computer get a percentage of in a day and how many loads does a truck get a percentage of ?
Carriers are not required to disclose to contractors what they receive from the shipper for a FSC . But I know O/O's from a non-expediting carrier that sent shippers copies of their settlement for the load from that shipper showing the FSC the O/O was paid . Somebody got caught with their hand in the cookie jar .
