Did you for even a second think they wouldn't?
I'd like to know more about the Republicans who objected to paying for it by closing an offshore tax loophole, and the Democrats [including Governor Tim Kaine] who objected to requiring a social security number for children claimed for tax credits by illegal residents.
When I claimed my children for tax credits, I had to provide their social security numbers [definitely the younger - the older one, maybe not] so why don't they?

Why don't they? Because it doesn't make people happy and it flies against Klingon translation and smiley face construction signs and other government methods of spending money making people happy.
