If by "car" you mean "card," the answer is no. The Transportation Worker Identification Credential (TWIC) is required by the Maritime Transportation Security Act for workers who need access to secure areas of maritime facilities and vessels. It is also sometimes used at other facilities such as oil and gas refineries, and chemical plants to allow unescorted access to secure areas of the facility. TSA conducts a security threat assessment (background check) to determine a person’s eligibility for the card, and if the person is found to not be a risk they are granted the credentials for unescorted access.

This has nothing whatsoever to do with the required knowledge to transport hazardous materials.

I believe you can get a slight discount on the back ground check on one if you already have the other when applying? It was that way in the past. You can also use your hazmat endorsement on your CDL to clear some security check points. But you cannot use your TWIC to haul hazmat if that is your question.
