It's when someone takes a Caprice or Crown Vic, jacks it up and puts huge tires/rims on it.

I always wondered how they got the cars so high. I have seen alot of older cars the old cutlasses and buick regals also like that, looks really stupid Ragman will post a picture later, maybe LOL
