Interstate Highway System

I heard a guy talking yesterday at the VA on how Eisenhower signed some Interstate Highway System Act back when he was President. This guy claimed this act states the Interstate is for military and commerce use only, and that cars aren't even supposed to be on the Interstates. I haven't been able to find anything supporting or denying this. He said that this act hasn't been amended. So if this is true then why hasn't anyone used it to challenge things like truck only lanes? Or when a trucking company gets sued by a car driver it seems that they would bring this up and say the car wasn't supposed to be there to begin with? Just curious if anyone else has heard of this.

Wikipedia has a good discourse on the Interstate Highway system. The following portion disputes your fellow veteran's claim.

The Interstate Highway System was authorized by the Federal-Aid Highway Act of 1956, popularly known as the National Interstate and Defense Highways Act of 1956. It had been lobbied for by major U.S. automobile manufacturers and championed by President Dwight D. Eisenhower, who was influenced by his experiences in 1919 as a young soldier crossing the country (following the route of the Lincoln Highway) and his appreciation of the German autobahn network as a necessary component of a national defense system. [6] In addition to facilitating private and commercial transportation, it would provide key ground transport routes for military supplies and troop deployments in an emergency.
