No ..... insulin dependent individuals can not be certified for INTERstate commerce, there are some INTRAstate waviers however.

Correction to the above info - there are INTER state exemptions available for insulin taking diabetics. You must apply to FMCSA for the waiver and are NOT guaranteed to get.
