If a company has 100 trucks/vans, would only 20 percent of that fleet be in service at any given time on the average?

Truth be known...more like 30% is the numbers I am told.....especially when it is busy and people have money in their pockets....OOS really goes up and the recruiting doors swing wide open.. WE shoot ourselves in the foot...

Around a third are oos at any given time.
a third...like 33%....that would be in the ballpark....when it slows down that number drops a bit...people stay out longer...
It is funny in a way...when it is time to make the cash people take more time off....and then whine when it gets slow....go figure....

sure the Col would comment here...;)

I think you will find like LEO said, there is probably 30% OOS at any given time,,,that means 70% are in service and AVAILABLE to be loaded...not that they are all loadeed at the same time.....

I'm inclined to agree with the 70% number, considering the HOS rules that come into play, the usual down time for maint., repairs, etc. and just time off. When the equipment availability lists are sent out to the customers and staff, about 70% of the fleet is a close estimate.
