Theres way too many Salvation Armies, and Shelters, DHHRs, ect....for anyone to go without shoes.....if you dont take advantage of those programs, why should anyone try to help? Its turned into a nationwide scam...from this guy, to the people standing on side of the road with those signs...

Because he is mentally disabled? Why is this a "scam" in your mind? Simply appears to be a nut bar without shoes (probably lost them already).
Admittedly, I am always suspicious when someone with a camera just happens to be somewhere at the precise opportune moment. In the end, a large number of altruistic people were able to feel good for a couple of days so what me worry?

In this case, the photos were taken from a tourist I believe from Colorado. She was doing a interview from there. Couldn't say if there was any specific motive but I doubt it.

I say its a scam about 90% of the time....not a good scam(but still a scam)..when they should be out filling out job applications, instead of using proceeds for motel rooms and cigarettes and liquor. jmho

He's obviously mentally ill. Considering he's a military vet, there ought to be some help available that could be imposed without his consent. Considering that the US Govt wants to take care of everybody else, there should be a place for people like him. Instead, they get left on the streets to harass the general public and fend for themselves.

He may be mentally ill. He isn't homeless. The American public got played by the media in pursuit of a feel-good story about a NYC cop.
