A rural solution..
They might as well legalize it...many of our small towns people already do this....It would be a way to raise money with the permit without raising everyones taxes. Creative thinking.

PIERRE -- It's far from golfing weather, but South Dakota legislators will take up a bill dealing with golf carts.
A bill introduced in the House would give towns the authority to allow golf carts on streets or roads under their control. The carts would have to be insured and display a slow-moving emblem or a warning light. The driver would have to be licensed and need a permit from the municipality.
Golf carts wouldn't be allowed on a state or county highway except to cross it.
