Normally that goes through your carrier. There are qualifications that they have to meet first and then you can submit your application.

Greg is correct about carrier qualifications. I'm not clear on what a van can carry other then doing escort services and possibly documents. Carrying weapons ,ammo, and explosives requires a sealed area not accessiable(sic) by the drivers. Perhaps there are more loads then I've seen that a van would qualify to do, have not seen vans at any pickups including document pickups/deliveries as all have required a sealed area.
