Diagnostic tool

Hey all, working on a 2005 hino 308,
I can't get the diagnostic tool I have (snap on prolink ultra) to turn on with the diagnostic plug or the ABS.
I also can't get the dome lights to work or the AC, only reason I mention this is I tried to research this problem and found something listing these together(could be total ) and can't find anything with wiring diagrams.
Any direction to chase or things to try would be mucho appreciato

The room light fuse powers the dome lights, and for some reason the compressor clutch.

It has Wabco ABS and is accessed through the 9-pin connector (along with the transmission). The 16 pin connector is for the engine ecu.

Not many things will talk to a Hino ecu because they run a different protocol.
