2016 hino 258 steering issues

I’m having some issues with the steering on my 258, every half rotation it seams to bind up slightly then release, bleed power steering no change, I’ve replaced every thing I can think of on the steering system and still having the same issue, replaced parts, -steer tires, kingpins, tie rod ends, drag link, steering arm/ u-joints, power steering pump and gearbox, did fluid and filter change. Any help would be greatly appreciated, feel like I’m loosing my mind lol

Does it bind with the front tires off of the ground?
