Is the ABS light on? Is the exhaust brake on? Either will keep cruise from working.

Ambient temps that low will pull a lot of heat out of the engine, so the gauge dropping isn't a surprise.

Is the check engine light on? The most likely culprit is the fuel addition injector in the exhaust pipe just downstream of the turbo. Its housing also gets completely packed full of soot. That housing has to come off to clean it. It's recommended to have this cleaned out every 75k.
