Think you answered your own question. If a carrier is holding payment or waiting on theirs two months to pay you, that is a reason not to run their freight. That is a company that is clearly undercapitalized and are basically a few issues away from closing their doors.

Fuel freezing is more prevalent today because the fuel blends are different. Especially states like IL that cut the fuel with bio-diesel which has a high freeze/waxing point. Can still be ran but requires more additive to keep it from freezing in extreme temperatures.

We have been trouble free for several years but we did have issues at two different times several years ago with water in the tanks. In both instances with two differernt truck at two different locations but the same vendor. Pilot in Florence,SC and the other was a Pilot in Toledo, OH
With Panther they are basically the same. If you can't make the pickup then it is a service failure. Not a crisis unless you have them all the time. As mentioned, just part of the business.
Your article uses San Francisco as an example but you could use Chicago or other places and get the same results. All the money in the world won't fix these places. Billions in and not a thing to show for it.
That is true. The closest you will get to that would be if I broker a load, I am using Panther's authority and insurance to do it. They are the actual carrier with me talking directly to the broker.

Yep ....he has 19 recommendations of which no one knows yet how many he will push with executive action. Of course he is going to surround himself with children so it has the right political and mainstream optics. Likely just the first round with more to push later.
