    Yes, it's the condenser fan. It runs when the ac compressor is on. Because they're in a vulnerable location, they sometimes lock up. See if you can turn it. If it turns, put 12 volts to it and see if it works. If it's fried it may have popped a fuse, too.

    There is another burner fault. Ironically, it should get maintenance every 75k. It may just need a cleaning this time around. The first step is to hook it up to a diagnostic tool to see what it's doing.
