Obligations - no . need - sometime . if the carrier have a flat rate + FSC with the contractor . (when the FSC is base on an predetermined scale ) - then they have to pay that FSC - regardless of if the load pay that or not ,and regardless of if the shipper pay that in full , or more , or not...
