How can you commit a criminal act and NOT be a criminal? You can commit a criminal act and not be a CONVICTED criminal but you are still a criminal. It is like evading taxes, income, road taxes, IRP what ever, if a person does not pay all required taxes they are breaking the law which is illegal...
