Nothing would surprise me. Nothing is more useless or corrupt than our government. They could not run a toy train. They, and the Post Office, have outlived their usefulness.

It is broke for several reasons. As with most government functions it never tried to stay current or run at a profit. It signed contracts with workers, and then did not fund them, even though the employees put their share in. It has come home to bite them.
