I think what you are referring to is the Cuyahoga River, which flows into Lake Erie ... This occurred near the mouth of the Cuyahoga, in a highly industrialized area (http://en.wikipedia.org/wiki/The_Flats) ... if you'd ever been there "back in the day" it wouldn't be at all hard to believe ...
