Do we know if it is a standard question that is asked by dispatchers? or perhaps, dispatchers are told that there is going to be a pick up number and that it will be called through later, but it is not called in.

Wow just saw an interview with Judge Pirro on this subject and boy did she go to town in a LOUD way :D Judge Pirro states that .... There is an investigation underway by Child Services although she would want to see a DA investigation also. The mother can be prosecuted on many counts...
