On a side note, this is where Ron Paul was on his game. Remember he wanted to cut a trillion dollars of the debt in his first year. That is because he realized that the 16T debt does more harm to everyone (rich and the poor) than the actually cuts out of the budget would.

Driver paying for fuel usually eliminates that.

Why complicate the simple? Pay a higher percentage to the driver and both benefit. I don't see any kind of advantage for a fleet owner to pay the fuel and pay the driver less. Unless of course they are deadheading all over the country.
