The more "Liberal" the state the more likely there is to be fraud. Just look at Michigan, Illinois, New York etc. It is their main way of control of the politics. Even in RI, there were 25 there voted for Obama out of the 17 registered voters!!!!!!!! Just Chicago on a smaller scale!
