No carrier has health care insurance. If they offer it, it is part of an employee package which then you are an employee. They may offer a 'connection' to health insurance brokers who may give a deal because of an affiliation (E-1 I think does this) but outside of that, you are a contractor.

You get what you pay for. BCBS is about the best I have yet had. When you are in the ER, in a lot of pain and they tell you "we don't accept your insurance", it doesn't matter what savings you have. I like hearing "you have BCBS, the doctor will see you soon".
