Back then it wasn't a factor. What we see now and what we have now are completely different. Just not the same world any more. Immigrants of the earlier day were generally self sufficient. That doesn't exist as a general rule with what we currently see.

Should be as the uneducated become a cost to every citizen. And actually, there are some programs that are designed specifically to bring the educated in. They already exist.
