In NY the exemption form I believe is DTF-802 or 803, there is no weight restrictions for it and it has the exemption for carrying passengers or freight. It is probably for some of the same reasoning MA and TN require trucks to have fitted sheets in the sleeper. It is just so they have one more law to go in and search through things without needing a warrant.

When you use an all terrain tire you usually have a little bit of a decrease in mpg because of the rolling resistance due to the tread depth and pattern. Any loss of mpg due to tread depth will obviously disappear as the tires wear a little.
